Randy's Guide 4-8-0: Election Primary

On June 7, California will hold its primary. No party affiliation voters can vote in the American Independent, Democratic, or Libertarian presidential primary elections. All voters can vote for all candidates for the State legislature, U.S. Congress, and statewide offices, with the top two advancing to the fall election. The deadline to register to vote at your current address is Monday, May 23. Update it online today!

California has one statewide proposition, the Bay Area has one regional proposition, and San Francisco has five city and county propositions. Below is a summary of the measures, as well as those situated on both sides.

* State Proposition 50: Suspension of Legislators.
Currently, a suspension requires a majority vote, and suspended individuals continue receiving pay and benefits. This measure would adjust the threshold to a two-thirds vote, and suspended individuals would no longer receive pay and benefits. Only three legislators (including State Sen. Leland Yee) have been suspended in California history.

YES: Democratic Party; Republican Party; Bay Area Reporter; Sacramento Bee; San Jose Mercury News; League of Women Voters

NO: SF Libertarian Party; Los Angeles Times

* Regional Proposition AA: Clean Water, Pollution Prevention, and Habitat Restoration Programs.
A property parcel tax on the Bay Area's nine counties would fund shoreline projects to reduce trash and pollution, improve water quality, improve wildlife habitats, reduce flood risks, and increase shoreline access. Requires 2/3 vote to pass.

YES: SF Chronicle; SF Examiner; SF Democratic Party; Gov. Jerry Brown; Lt. Gov. Gavin Newsom; Sen. Dianne Feinstein; Sen. Barbara Boxer; State Sen. Mark Leno; Assemblyman Phil Ting; SF Mayor Ed Lee; Oakland Mayor Libby Schaaf; San Jose Mayor Sam Liccardo; SPUR; SF Chamber of Commerce; Sierra Club

NO: SF Bay Guardian; SF Republican Party; SF Libertarian Party

* Local Proposition A: Public Health and Safety Bond.
This would allow San Francisco to borrow up to $350 million via bonds to build, acquire, and improve homeless shelters, neighborhood health clinics, fire stations, the City's ambulance facility, and the Priscilla Chan and Mark Zuckerberg San Francisco General Hospital and Trauma Center. Requires 2/3 vote to pass.

YES: SF Chronicle; SF Bay Guardian; SF Examiner; SF Democratic Party; SF Green Party; Lt. Gov. Gavin Newsom; Sen. Dianne Feinstein; Rep. Nancy Pelosi; State Sen. Mark Leno; Assemblyman David Chiu; Assemblyman Phil Ting; Mayor Ed Lee; SEIU Local 1021; SF Chamber of Commerce; SPUR

NO: SF Libertarian Party

* Local Proposition B: Park, Recreation, and Open Space Fund.
Funding for San Francisco's parks, playgrounds, recreation facilities, and open spaces would be extended for an additional 15 years (through 2046) from the property value tax. Also, a new requirement would be to guarantee a minimum baseline of secondary funding from the General Fund for the Recreation and Park Department.

YES: SF Examiner; SF Democratic Party; SF Chamber of Commerce; Nature Conservancy; SPUR

NO: SF Chronicle; SF Bay Guardian; SF Green Party; SF Libertarian Party; SF Republican Party; SEIU Local 1021; Sierra Club

* Local Proposition C: Affordable Housing Requirements.
Until the Board of Supervisors passes an ordinance, developers of 25 or more units would be required to either pay more or build more in the name of affordable housing. On-site requirements would increase from 12% to 25% affordable housing. The off-site alternate option would allow developers to build or pay a fee equal to 33% (up from 20%) of the total units in the project.

YES: SF Examiner; SF Bay Guardian; SF Democratic Party; SF Green Party; State Sen. Mark Leno; Assemblyman Phil Ting; SEIU Local 1021; Sierra Club

NO: SF Chronicle; SF Republican Party; SF Libertarian Party

* Local Proposition D: Office of Citizen Complaints Investigations.
The Office of Citizen Complaints would now be required to investigate incidents involving any San Francisco police officer who fires a gun that kills or injures someone.

YES: SF Chronicle; SF Examiner; SF Bay Guardian; SF Democratic Party; SF Libertarian Party; SF Green Party; All 11 SF Board of Supervisors; SPUR; SEIU Local 1021

NO: SF Republican Party

* Local Proposition E: Paid Sick Leave.
This would expand the City's Paid Sick Leave Ordinance to parallel the State's paid sick leave law from last year, including sick leave accrual on day one, as opposed to the City's day 91.

YES: SF Chronicle; SF Examiner; SF Bay Guardian; SF Democratic Party; SF Green Party; Mayor Ed Lee; SF Chamber of Commerce; SPUR; SEIU Local 1021

NO: SF Republican Party; SF Libertarian Party

Randy's Guide 4-7-9

Traffic Alert: Bay to Breakers is on Sunday, so the only north-south options for much of the day will be Park Presidio and the Embarcadero. Buses will be heavily re-routed.

Music
We don't let go, we can't get close
I still need you, and you still need me
This tug of war can't go on anymore
Nobody wins from this misery
-- "Free" by Haley Reinhart (3.7 million views; Mar '12 upload)

The American Idol 10 performer from Illinois became the first alum to perform at Lollapalooza. She really struck the mainstream circuit with her jazzy remakes of Elvis Presley's "Can't Help Falling in Love" and Radiohead's "Creep." She'll have area shows at Rocklin's Quarry Park (May 15), Petaluma's Mystic Theatre (June 3), and SF's Great American Music Hall (June 4).

Shuffle's Magical Ice Cream Shoppe
528 7th St
Santa Rosa, CA 95401
(707) 544-3535
Yelp - 4-1/2 stars (83 reviews)

This is a large, somewhat peculiar store. The homemade ice cream flavors range from typical (butter pecan or cookies & cream) to the unusual (orange tarragon zest or avocado lime). The smallish arcade includes pinball and air hockey. The real twist is that magic shows are offered on Thursday and Friday nights, as well as Saturday mornings. Note: There is an imminent move a few blocks away to Railroad Square (123 4th St).
