Proposition A: Retiree Health Care Trust Fund 
Shall the City change its charter to allow payments from the Retiree Health Care Trust Fund only when the Trust Fund is fully funded or only under specified circumstances?

History 
Frank H. Ogawa 
(1917-1994) 

The Lodi native brought his wife to the Topaz Relocation Center in Utah during WWII. Afterward, he moved his family to Oakland, where he worked as a gardener then opened his own nursery. He served as the first Japanese-American on the Oakland City Council for 28 years, and also was a member on the Bay Area Air Quality Management District Board and San Francisco Bay Conservation and Development Commission. Frank Ogawa Plaza, which borders Oakland City Hall and the 12th Street BART stop, is named after him.

Current Event 
Recent SoMa high-rise development and tech company influx cannot mask the grittier alleys such as Minna. Fecal waste, urine streams, overflowing garbage cans, drug needles, and used condoms are common street-side occurrences.

Look for the neon "EAT" sign along a stretch of Mission St. that doesn't seem to have changed much in the five years. Sure enough, Blue Plate opened back in 1999, and two mainstays - the housemade meatloaf and fried chicken entrees - are as delicious and well-valued as ever. Might I also add that a side of the drunken goat mac 'n' cheese is warranted? 4 stars - 987 reviews

History 
Frank Turk
(1818-1887) 

The prominent San Francisco attorney was raised in Stamford, Conn., then moved to New York City for his J.D. As a member of the first baseball club, the New York Knickerbockers, he eventually moved to San Francisco with a teammate and introduced the sport to the area. His work with the John Geary at the Post Office paid off, as Geary was elected Alcalde (mayor) in 1849 and Turk was Vice Alcalde. Turk Street, which runs east-west from the Civic Center to the USF area, is named after him.

For about a year, this compact cafe has quietly built its fan base across from Lake Merritt. I walked in on a bright Saturday morning with no wait. Of course, I ordered the pork belly hash, so tasty and greasy. You can find seating for about 15 outside and 20 inside. I suspect quite a few take-out requests are taken at the deli counter for sandwiches. 4-1/2 stars - 109 reviews

History
Edward D. Baker 
(1811-1861)
Born to a Quaker family in London, the Bakers moved to Philadelphia, then a utopian community in Indiana, and finally a border town in the Illinois territory. Edward was admitted to the bar in 1830, and married in 1831. He served as a Whig representative in Illinois, before serving in the Mexican-American War. He moved his family to San Francisco and joined the Law & Order Party as a reaction to the vigilante actions of the San Francisco Committee of Vigilance. Edward was controversially elected Senator of the new Oregon state in 1860, but joined the Civil War effort shortly thereafter. He was the only sitting U.S. Senator to be killed during the Civil War. His body rests in San Francisco National Cemetery. Baker Street, which runs from Buena Vista Park to Marina Green, is named after him.

Snow, who attended my high school and served many good years at first base for the Giants, is the Grand Marshal for the Saturday parade. Even after seven years, the fried chicken here is one of the best in the Bay Area. I suggest getting the ten-piece bucket and adding sides such as mac 'n' cheese or collard greens. You'll feel like you're in a Louisiana tin-roof dive. Overall, the meal here is so good that even on a recent Monday night, the place was packed the whole time I dined there. 4 stars - 1498 reviews

History 
James G. Fair 
(1831-1894)
The Irish immigrant built a massive fortune as a part silver mine owner in Nevada's Comstock Lode. From there, he served one term as a U.S. Senator for Nevada, pushing silver issues. He co-founded the South Pacific Coast Railroad, which ran from the East Bay town of Newark to Felton in the Santa Cruz hills. As part of his estate, estimated at $45 million, he procured land for Holly Park in San Francisco. His daughters started construction on the Fairmont as a memorial in San Francisco, but sold interest in the building days before the 1906 earthquake. Holly Street in Santa Cruz is named after him.

Charity 
Charity: American Foundation for Suicide Prevention. Later this year, reader Justin D. is participating in the Out of the Darkness Community Walk up in Portland, Ore. From the streetstyle preliminaries today through the exciting BMX and skating finals over the weekend, you'll find top-notch talent returning a year later to Civic Center Plaza and Harrison Street. The community is also invited to sign up to try the street course on Sunday. 
Saturday, 10am-6pm 
Better here, than on someone's front door. Watch 16 contestants battle for the crown, along with team competitions and hands-on workshops. It'll be held in West Oakland's DeFremery Park. 
Sunday, 10am-5pm 
It's a gorgeous new space for the museum filled with ingenious, hands-on science experiments. I would definitely check out the walkway surrounding the building, as you'll get superb vistas and cool exhibits all in one. Adult ticket prices are normally $20-25 on Sundays. This is the final free day of 2013 for the Exploratorium.
